Job Description: Program Manager Responsibilities
This position will serve as a coordinator for and liaison to the HIT Coordinator, the HIT Advisory Commission, and HIT management staff. As such, this position is responsible for:
Designing and implementing a program based on the federal regulations surroundingmeaningful use including, but not limited to
Development and implementation of a system by which data/measures can be collected which may be the statewide HIE;
Development and implementation of a system to validate both the provider’s eligibility for the incentive program as well as the measures themselves;
Development and implementation of a system that issues meaningful use payments along with all the requisite checks and balance systems.
Implementing the requisite State Medicaid Health Information Technology Plan as required by CMS.
Developing and submitting for approval requisite Advanced Planning Documents (APDs) that are necessary for project funding.
Performing necessary procurement activities for services necessary to implement and maintain the incentive program.
Adhering to Commission and Agency timelines for program implementation.
Possessing a working knowledge of the federal regulations surrounding the meaningful use incentive payments including, but not limited to, provider qualifications, payment methodologies, meaningful use criteria, and reporting and tracking requirements.
Minimum Qualifications: Program Manager Qualifications
The manager must have the ability to develop and accomplish short and long range system plans, goals and objectives; experience leading teams and working in a collaborative environment; as well as experience with Request for Proposal (RFP) and/or Invitation to Bid (ITB) experience and grant development process.
The manager must also possess the following minimum qualifications:
A Bachelors Degree in Business or related field.
Three years of pertinent work experience with program development and federal reporting responsibilities.
One year experience in working with MMIS or related systems.
A working knowledge of the HITECH Act specifically related to the CMS Meaningful Use Incentive Payment Program.
