Job Description: This position will serve as a coordinator for and liaison to the HIT Coordinator, the HIT Advisory Commission, and HIT management staff. As such, this position is responsible for:
Defining project scope, goals and deliverables that support the technical infrastructure contract evaluation and selection processes.
Developing project plans and associated communication documents related to technical infrastructure contract selection and evaluation processes.
Planning, scheduling and track project timelines and milestones for RFP development and award and project implementation.
Acting as a liaison with project stakeholders throughout evaluation, selection and contracting processes.
Drafting necessary RFP related documents including technical specifications, evaluation criteria, etc.
Serving as the point of contact for the contract evaluation process including coordinating demonstrations, facilitation of evaluator meetings; and coordination of reference checks.
Overseeing and monitoring the technical infrastructure contract to ensure compliance with contract terms and conditions.
Overseeing the technical implementation by contractor, including project tracking, system testing, provider training, etc.
Initiating and reviewing Three-party Technology Escrow Agreements with technical infrastructure contractor.
Minimum Qualifications: This position requires an excellent communication and writing skills as well as a working knowledge of the healthcare delivery system; the federal vision for health information exchange, and Alabama’s goals and objectives for health information exchange. This position requires independent decision making, leadership skills, ability to prioritize demands and managed multiple issues simultaneously.
The manager must also possess the following minimum qualifications:
A Bachelor’s Degree in Information Systems or related area.
Three years demonstrated experience with healthcare IT systems.
A minimum of one year experience managing a healthcare IT contract or management experience.
Demonstrated understanding of NIHN, Health Information Exchange technical standards and interoperability, and meaningful use requirements.
Prior experience with health information exchange and technical infrastructure contract evaluation and selection processes, including Software Escrow Agreements/Accounts.
Demonstrated understanding of project management best practices to include planning, tracking, reporting, and budgets.
