Privacy Tracking System Development and Implementation HIPAA Assessment - Implementation

Brief Description: The State of Alabama contracted with SES to provide gap assessment and analysis of Agency in-house systems and policies’ to determine compliance with final and proposed HIPAA regulations. During the course of the contract, the State amended the statement of work to include the development of a Privacy Tracking System (PTS). In addition, SES conducted Independent Validation and Verification (IV&V) of the assessment conducted by the Fiscal Agent for the State of Alabama (EDS).

Highlights/Benefits: Upon completion of the assessment, SES was requested to compete for the contract covering remediation of the Alabama Medicaid area, which we won. The effort entailed establishment of a Program Management Office (PMO) to oversee the numerous projects associated with HIPAA remediation. Using the proven SES PMO Model we were able to have the PMO in place in two weeks and fully functional in six weeks. The PMO provides oversight for all HIPAA remediation project plans, schedules, risk analysis, Quality Assurance, and Configuration Management oversight for changes to the MMIS Transaction Set Codes, Privacy, and Security. The project was completed within the original estimate of five full time equivalents (FTEs) for a six-month engagement. One Project Change Request was submitted and approved to add the development of a Communication Plan. Upon completion of the project, the SES Team delivered the Final Assessment Reports and Communication Plan, as well as provided an Executive Briefing to Agency Director.
