Implementation Support for Iowa Medicaid Enterprise (IME)
Brief Description: The IME was a completely new concept for a
state Medicaid Department. The State of Iowa took a radical approach to their
Fiscal Agent procurement, utilizing a "Best of Breed" approach. They
needed a highly competent project management partner with extensive experience
in Medicaid processing and HIPAA compliance to assist them with over 49 key
activities needed to implement the IME. Through a highly competitive bidding
process, the Contract was awarded to SES in April, 2004. The IME vision was to
contract with up to nine independent contractors for three systems components
and six service components as well as State staff that became the IME, a fully
functional Medicaid Department collocated under one roof starting in Fiscal
year 2006 (July 1, 2005).
SES was 100% responsible for the establishment of the IME EPMO, including the
development of policies, procedures and metrics regarding performance
measurements, Independent Verification and Validation (IV&V) activities,
the Business Rules Extraction Project, and the Workflow Logical Definition
Project. Serena Team-Trak was used to track issues from inception through
resolution.
Highlights/Benefits: All contract services were delivered on
schedule and within budget with a quality rating that met or exceeded the
contract, with no degradation in performance or customer satisfaction.
